Frances is a student of geopolitics and international law following a long career in capital markets investing in Sydney and London.
She has been attending Master’s degree classes at the University of Paris 2 Sorbonne-Assas, complementing her own research with formal instruction with international law and political-science theory. She also attends lectures at the Jacques Delors Institute and the EU Institute for Security Studies, among other organisations sits on the Board of L’Institut du Pacifique in Paris.
An occasional contributor to Pearls and Irritations, as well as to L’Institut du Pacifique and L’Association Réalités et Relations Internationales in Paris, from 2016 to 2023 Frances served as a contributor to and director of TheEuropeanNetwork.eu.
During her career in capital markets investing, including as Head of Investment Risk for a major British insurer and asset manager, Frances spoke regularly at professional investment conferences and contributed to well-known professional journals, authored two monographs published by Palgrave-MacMillan and co-authored one published by Wiley.
Australian born, she lives in Paris, speaks French more-or-less fluently, basic Spanish, even more basic Italian, a haze of Indonesian and some German. She dances Argentine tango, likes all animals, especially cats, but doesn’t have any of her own.
Australian-born and European by adoption, Frances Cowell believes Europe must urgently assume the global lead in protecting and preserving liberal democracy, the rule of law and the multi-lateral institutions and alliances that it depends on.
She reads and researches current and past issues in foreign affairs and geopolitics and is currently sitting in on a Master’s degree course of lectures at the University of Paris 2 Sorbonne-Assas. She is also a member of and occasional contributor to the Pacific Institute in Paris – http://institut-du-pacifique.org/ and works as volunteer Finance Director, submitting occasional articles and editing third party contributions to The European Network https://theeuropeannetwork.eu/.
